What it is, is the Coquihalla Highway in southern BC. For some reason, it was decided to identify certain special places on the highway with Shakespearean names. This one refers to a lay-by where truckers can put the chains on their tires when climbing the steep grades in winter. A few km further on there's another lay-by where they can remove the chains. For another example there's a "Romeo Landslide Area." Personally, I appreciate the humorous effect, planned or not!
