Yes, some of them need to be programmed. It's a theft prevention
system. Keys have microchips in them. When you insert and turn the
key, the chip "talks" to the car's system. If you try to use the
wrong key, the car won't start.

The ignition also locks the steering wheel in place when you shut off
the engine and remove the key. You'll notice that if the car is shut
off and the key isn't in the ignition, you can't turn the steering
wheel. This is also a theft prevention system.
